This is a new in the box Kobe commemorative set containing a book, a mug and a deck of playing cards. The playing cards have action shots on the face (see photo of the back of the box). Labeled KD24 Classics "The One 1997 - 2007"

As you can see it is manufactured for the Taiwan market. I purchased this from a collector who lived in Taiwan and purchased it there years ago. It is still in the shrink wrap but the cardboard box has been compressed.

I have not been able to find any similar item searching eBay and the internet. Seems like a perfect unique addition to a Kobe collection. I actually have three of these in total if you are interested in others
